Any person issuing a subpoena for any witness must tender to the witness, at the time of service of the subpoena, an attendance fee for one day and a mileage fee to and from the place of trial or hearing, as set forth in 28 U.S.C. 1821, and pay concurrently to the witness the daily attendance fee for each day the witness must attend the trial or hearing. Failure to attend a trial or hearing after payment of such fees may result in the issuance of an attachment for the witness. This rule does not apply to witnesses for the United States.
