In their report to the Court pursuant to F.R.Civ.P. 26(f), the parties may suggest to the Court that the matter should not be subject to the pretrial procedures in L.R. 16-2 through 16-10, and may request a waiver of those procedures. The report shall explain why counsel request the waiver.
