Magistrate judges of this district serve as judicial officers of the Court and are authorized and specially designated to perform all duties authorized or allowed to be performed by United States magistrate judges by the United States Code and any rule governing proceedings in this Court. Duties and cases may be assigned or referred to a magistrate judge by an order entered in the action or on the instructions of a district judge. 48
