criminal cases shall be delivered to the marshal or other person qualified by Fed. R. Crim. P. 17(d) to make service at least fourteen (14) days prior to the Monday of the week in which the case is set for trial or hearing unless otherwise ordered by the court. The failure of the marshal or other qualified person to serve a subpoena not delivered within the time period shall not constitute sufficient cause for a continuance.
