(a) For purposes of Fed. R. Civ. P. 4(m), in any case where a plaintiff applies to proceed in forma pauperis and has not been denied, the time for service to be effected begins the day after entry of an order requiring service of the complaint. Unless the court orders otherwise, service must be accomplished within 90 days. (b) In all other cases, service must be accomplished in accordance with the time limitations in Fed. R. Civ. P. 4(m).
