In all cases where a petitioner has filed a habeas corpus petition under 28 U.S.C. § 2241 or § 2254, which challenges the judgment of a state court or the decision of a state agency, the procedures for service of the petitions and related orders will be pursuant to the agreement between the Attorney General of California and the Court set forth in Appendix B to these Local Rules. In all cases where a petitioner has filed a habeas corpus petition under 28 U.S.C. § 2241 or a motion under 28 U.S.C. § 2255, which challenges the judgment of a federal court or a decision of a federal agency, the procedures for service of the petitions, motions, and related orders will be pursuant to the agreement between the United States Attorneys’ Office and the Court set forth in Appendix C to these Local Rules.
