(a) Filing. Pleadings or other papers shall be filed with the court by means of the CM/ECF system. (1) Unrepresented parties (pro se) shall not file pleadings or other papers electronically unless allowed to do so by court order. (2) Unrepresented parties shall file pleadings and other papers in person, by US mail or private carrier.

(b) Service. Pursuant to Federal Rule of Civil Procedure 5(b)(2)(E) and Federal Rule of Criminal Procedure 49(b), receipt of the notice of electronic filing generated by the Court’s electronic case filing system shall constitute the equivalent of service of the pleading or other paper on persons. (c) Translations. All documents not in the English language which are presented or filed, whether as evidence or otherwise, must be accompanied by a certified translation into English which meets one of the following criteria: (1) Is prepared by an interpreter certified by the Administrative Office of the U.S. Courts, or (2) Is prepared by a translator who has approved Phase I (written legal translation) of the Federal Court Interpreters Certification Examination, or (3) Is prepared by a translator who i s certified by the American Translator Association, or who has a post-graduate degree from an accredited post- graduate education translation program; or (4) Is otherwise stipulated as accurate by all parties. -9-
