(a) Documents may be served through the Court’s transmission facilities by electronic or other means to the extent and in the manner authorized by the Court’s General Order(s) and Civil and Criminal Administrative Procedures regarding Electronic Case Filing. Transmission by the Notice of Electronic Filing constitutes service of the filed document upon each party in the case who is registered as a Filing User. Any other party or parties shall be served documents according to the Local Rules, the Federal Rules of Civil Procedure and the Federal Rules of Criminal Procedure. (b) In all cases other than those where documents are filed through the Court’s electronic transmission facilities, service of documents filed with the Court should be accomplished pursuant to the Federal Rules of Civil Procedure in a method that also ensures that the receiving party receives the documents at or near the same time they are filed.
