(a) Adversary Proceeding Required. Before a party files an application for a temporary restraining order or for a preliminary injunction, the party must file an adversary proceeding that includes a request for injunctive relief. (b) Documents Required. The application must be made in a Document separate from the complaint and must be accompanied by: (1) (2) (3) a separate memorandum of points and authorities in support of the application; a proposed temporary restraining order or preliminary injunction; and a Declaration evidencing compliance with FRBP 7065's notice requirements.
