(a) Notification of Request. To request a three-judge court, a party shall include “Three- Judge District Court Requested” or the equivalent immediately following the title of the initial filing and set forth the basis for the request in that filing or in a brief memorandum attached thereto. (b) Failure to Comply. Failure to comply with this local rule is not a ground for failing to convene or for dissolving a three-judge court.
