Papers on file in the office of the clerk shall be produced pursuant to subpoena from a court of competent jurisdiction directing their production. Papers may be removed from the files of the clerk only upon order except that the clerk may permit temporary removal of papers by a district judge, a bankruptcy judge, a magistrate judge, or a master in matters relating to their official duties. The person receiving the papers shall provide to the clerk a signed receipt identifying the papers removed. Page 42 of 83
