Whenever money is deposited into Court and is deposited by the Clerk into an interest-bearing account, by order of the Court or otherwise, the Clerk is authorized and directed by this rule to deduct from the income earned on the investment a registry fee not to exceed the amount prescribed by the Judicial Conference of the United States.
