(a) Timing. A party may request a settlement conference at any time after the action has been commenced. (b) Referral to a Settlement Judge. The parties may stipulate to a preference for one or more particular Magistrate Judges or District Judges.

The Court will attempt to honor the preference, subject to intra-division needs and the availability of the Magistrate Judges and District Judges.
