(a) Who May Qualify. Mediators may be attorneys or non-attorneys, with relevant experience. All Mediators, except Magistrate Judges, must successfully complete initial and periodic training as required by the Court. All Mediators, except Magistrate Judges, must have a minimum of forty (40) certified hours of training in the discipline of ADR.

Non-attorneys must also complete a minimum of four (4) hours of training in federal court civil practice and procedure. To effectively assist ADR participants and the Court, Mediators must: • Be knowledgeable about civil litigation in federal court • Have strong mediation process skills and the temperament to listen effectively and facilitate communication between all participants and across “party” lines • Exhibit strong problem-solving skills and the ability to generate meaningful options to assist parties and other participants with settlement negotiations
