Prepayment of Fees

The Clerk shall require advance payment of fees before any civil action, suit or proceeding (other than those authorized to be brought in forma pauperis) is filed. Once a filing fee has been paid, it may not be returned to counsel for any party, or to any unrepresented party, except by order of the Court. 9
