(a) (b) Generally. If filed, unless the court directs otherwise, depositions taken pursuant to Fed. R. Civ. P. 26 in a pending action shall be opened by the clerk and made available for inspection and copying on request of any party or counsel for any party to the proceeding. Depositions to Perpetuate Testimony. Depositions before action or pending appeal taken pursuant to Fed. R. Civ. P. 27 shall be opened by the clerk and made available for inspection and copying on request of any person served with notice pursuant to subsection (a)(2) of that rule, or by counsel for such person.
