The Notice must include a brief factual statement that explains how the cases in question are related under the foregoing factors. The Notice must be filed at the time a civil forfeiture case appearing to relate to a criminal case is filed, or as soon thereafter as it appears such cases are related. The Notice must be served on all parties who have appeared in the case and concurrently with service of the complaint.
