If at any time prior to the trial of any adversary proceeding or contested matter, to which neither the United States, an individual state, nor any agency, officer or employee of either is a party, a party draws in question the constitutionality of an Act of Congress or a state statute affecting the public interest, the party shall, in writing, notify the Bankruptcy Court of the existence of such question and specifically identify the statute and the respects in which it is claimed to be unconstitutional.
