Temporary Restraining Orders (a) Preliminary Injunctions. The court will consider a request for preliminary injunction only if the movant files a separate motion for relief and complies with Fed. R. Civ. P. 65(a). Supporting and response briefs are not required, but the court may request them. (b) Temporary Restraining Orders.

The court will consider a request for temporary restraining order only if the movant files a separate motion for relief with a supporting brief. The movant must also comply with Fed. R. Civ. P. 65(b). 63
