(a) All chapter 13 debtors, as well as the trustee and holders of unsecured claims, when proposing a plan pursuant to 11 U.S.C. §§ 1321, 1323, and 1329(a), shall utilize Local Form 13-1, the Arkansas Chapter 13 Plan. The local plan form will be required for all cases filed on or after December 1, 2017. (b) Notwithstanding paragraph (a) above, a plan proponent is not restricted from proposing additional provisions or modifying the provisions of the Arkansas Chapter 13 Plan, so long as such nonstandard provisions are noted in the manner required by the form. Similarly, the requirement to use the Arkansas Chapter 13 Plan does not in any way limit a plan opponent from objecting to any provisions of a proposed plan.
