At the commencement of the trial of a civil case or any civil proceeding in which witnesses and exhibits are utilized, the attorneys shall submit to the judge, the courtroom deputy, and the court reporter a typewritten list, on the form provided by the clerk, of the 23 witnesses they expect to call in their case in chief and the exhibits they intend to introduce.
