(a) General. Except as otherwise provided by order of the court or when required by the treaties or statutes of the United States, civil process on behalf of a non-governmental party must not be presented to the United States Marshal for service. (b) Upon request by the government, civil process on behalf of the United Exception. States government or an officer or agency thereof may be made by the United States Marshal.
