If a defendant arrested on an indictment makes his first appearance before a Magistrate Judge prior to the arraignment, and a detention hearing pursuant to 18 U.S.C. § 3142(f) is continued beyond the time the case is assigned to a District Judge, the Magistrate Judge shall retain the case for determination of the detention or release of the defendant, unless otherwise ordered by the assigned District Judge.
