(a) (b) Costs. Parties instituting any civil action, suit, or proceeding, whether by original action, removal or otherwise, shall pay to the Clerk the filing fee as required by the Judicial Conference of the United States. The Clerk will not accept for filing any tendered pleading for the institution of a civil action without advance payment of the filing fee, unless the court shall order otherwise. Bond for Costs.

The Court, on motion or of its own initiative, may order any party plaintiff, either resident or nonresident, to file an original bond for costs or additional security for costs in such an amount and so conditioned as the Court by its Order may designate.
