(a) An attorney entering an appearance in a case must be admitted to practice in the Eastern District of Kentucky or make application to practice pro hac vice. The Attorney General or any other bar member of the Department of Justice, or of any federal agency, need not seek admission pro hac vice to appear. (b) A substitution of counsel may be done by a “Notice of Substitution of Counsel” if the same law firm will continue to represent the party.
