Individual District Judges at each location of the Court may, in their discretion, request Magistrate Judges to perform such duties as are not inconsistent with the Constitution and laws of the United States. Nothing in this Rule shall prevent a District Judge from filing 29 orders establishing procedures governing the formal reference of cases to Magistrate Judges by individual District Judges or the District Judges of a particular location of this Court.
