(a) Form of Response. Each answer, statement or objection shall be preceded by the request for admission to which it responds. (b) Statements in Response to Requests for Admission Following Objections. When it is ordered that a request for admission to which objections were made is proper, the matter shall be deemed admitted unless within 14 days of the order the party to whom the request was directed serves a statement denying the matter or setting forth the reasons why that party cannot admit or deny the matter, as provided in FR Civ P 36.
