Abstract

Whatever the causes, it is indisputable that delays in the construction and operation of generating facilities have contributed to supply lagging behind demand. Ominous warnings of black-outs and brownouts are daily news to many Americans. Businesses and hospitals are hastening to develop their own emergency sources of energy. Reductions in loads already have occurred in many parts of the country.

The crisis is here and it will bring inevitable reform.
