Abstract

Extracts from speech delivered March 5, 1970 at the House of the Association of the Bar of the City of New York. In looking at patterns or approaches to securities regulation in different countries, various factors make comparisons particularly difficult. A danger in any comparative study is that the comparison may focus only on the specific statutes and regulations and not pay sufficient attention to the real differences in operation. It is obvious that differences in size and type of securities markets must be a part of any comparison of the existing regulation.

One must also consider fundamental differences in business practices.
