12 (j) Within 10 days of the filing of an appeal, the Court shall affirm, reverse, or modify the Board’s decision and prepare a written ruling with reasons for the decision. A copy of the ruling shall be sent to the Executive Secretary and to the applicant at the address provided by the applicant on the request. The decision on appeal shall be final. The Americans With Disabilities Act, 42 U.S.C. § 12101 et seq., does not preempt a state’s rules for licensing attorneys that relate to reasonable accommodations for individuals with disabilities. Ware v. Wyoming Bd. of Law Examiners, 973 F. Supp. 1339, 1997 U.S. Dist. LEXIS 12155 (D. Wyo. 1997), aff’d, 161 F.3d 19, 1998 U.S. App. LEXIS 33398 (10th Cir. Wyo. 1998). Subsection (c)(3) does not unduly bur- den the disabled; its provisions allow the board of law examiners limited access to infor- mation necessary to determine whether a re- quested accommodation is reasonable.
