Any witness at any hearing of the Court shall, upon leave of the Court, have the right to be represented by counsel, but such counsel shall not participate in the hearing, or crossexamine witnesses, except by permission of the Court. The examination of all witnesses shall be conducted by counsel for the parties, and may also be conducted by any of the members of the Court. [Adopted 3-11-74.]
