(a) Withdrawal of counsel. — Rule 4.03(b) of the Trial Court Rules shall govern the withdrawal of counsel. (b) Substitution of counsel. — Rule 4.04 of the Trial Court Rules shall govern the substitution of counsel by stipulation.
