(a) Opening Statements and Closing Arguments. Opening statements shall be permitted; a time limit may be set within the discretion of the judicial officer. Closing arguments shall also be permitted; a time limit may be set within the discretion of the judicial officer. (b) Rules of Evidence. In all adjudications of civil violations before the traffic tribunal and the municipal courts, the Rhode Island Rules of Evidence shall apply.
