Termination of proceedings — insufficient grounds. If the judge or referee

determines that insufficient grounds to warrant a hearing on the respondent’s substance misuse appear on the face of the application and supporting documentation, the judge or referee shall order the proceedings terminated and so notify the applicant. All papers and records pertaining to terminated proceedings shall be confidential and subject to the provisions of Iowa Code section 125.93.
