Service on and answer of plaintiff

(a) A copy of the petition shall be served upon the plaintiff or the plaintiff’s attorney. (b) The plaintiff’s answer, if any, to the petition shall be filed within twenty days of such service and a copy thereof shall be served upon the defendant or the defendant’s attorney.
