of Counsel It is the responsibility of the counsel of record at the time of sentencing to represent the defend- ant at the hearing before the sentence review division of the Superior Court, unless, for excep- tional reasons, such counsel is excused by the division. (P.B. 1978-1997, Sec. 937.)
