9.1 After the hearing, completion of the record or filing of any briefs or comments, whichever is latest, the Supreme Court shall make a determination adopting, modifying, or repealing the rule or order or returning the matter to the appropriate committee for further study or refusing so to adopt, modify, repeal, or return the rule or order. 9.2 Whenever the Supreme Court intends to make a substantial change in a proposed rule or order of which adequate notice has not been given, the Supreme Court shall submit the matter to the appropriate committee for further study, or provide notice and opportunity for comment or oral hearing consistent with Section 1 of this rule. 9.3 The action on any rule adopted or amended may be accompanied by an Official Comment, including a concise statement of its basis and purpose. 9.4 Whenever necessary for clarity, an amendment to a procedural rule or administrative rule or order will be promulgated as a readoption of the rule or order as amended.
