6.1 Whenever the Presiding Judge determines that an emergency exists requiring the immediate promulgation of a Procedural Rule or Administrative Rule, the Presiding Judge may take any action the circumstances require. Any rule promulgated pursuant to this section becomes immediately effective, unless otherwise ordered by the Presiding Judge. 6.2 Notwithstanding that a rule has been made immediately effective, within 30 days after the effective date of the rule, the notice provisions of Section 7 and the procedures provided in Section 3 must be followed with a view to determining whether the rule should be continued in effect.
