A majority of the judicial officers of the Superior Court may from time to time adopt rules of practice and general orders to further regulate in criminal matters the practice and conduct of business therein not inconsistent with these rules. If no procedure is prescribed by these rules, or by rules of practice or general orders adopted pursuant to the authority contained in this rule, the court shall proceed in any lawful manner not inconsistent with these rules or with any applicable statute.
