Intent: To provide for the formal and orderly consideration of issues by the Council. Applicability: This rule shall apply to all meetings of the Council. Statement of the Rule: (1) A quorum of the Council is necessary for the Council to take any action. Council members may be present either physically or by means of electronic communication. (2) The affirmative vote of a majority of the Council members present is required to take final action on any rule or resolution. (3) The presiding officer votes only in the event of a tie. All other members of the Council have one vote. (4) Meetings of the Council shall be conducted in an orderly and professional manner.
