Each circuit court may recommend, from time to time, rules and amendments of rules governing its practice not inconsistent with these rules. Copies of rules and amendments, when promulgated by the supreme court shall be made available to each attorney licensed to practice law in the State. In all cases not provided for by rule, the circuit courts may regulate their practice in any manner not inconsistent with these rules. (Amended May 15, 1972, effective July 1, 1972.)
