(a) Requirements of Student Applicants. The burden of proof is on the Applicant to establish by clear and convincing evidence that the Applicant: (1) has paid the prescribed fees and timely filed the required Complete Application as a Student Applicant in accordance with Rule 14-707 ; (2) is at least 21 years old; (3) has graduated with a First Professional Degree in law from an Approved Law School; (4) is of good moral character and satisfies the requirements of Rule 14-708 ; (5) has successfully passed the MPRE and either: (i) successfully passed the Bar Examination; or (ii) is qualified for, and has completed the requirements of, the Alternate Path for Student Applicants under Rule 14-703A; (6) has a proven record of ethical, civil and professional behavior; and (7) complies with the provisions of Rule 14-716 concerning licensing and enrollment fees.
