(a) Purposes. – These rules govern access to, and confidentiality of, Case Records. (b) Scope. — These rules apply to all Case Records, regardless of the physical form of the Case Record, the method of recording the information in the Case Record, or the method of storing the information in the Case Record. These rules do not authorize or permit access to Administrative Records or judicial work product. (c) Consolidation of Statutory Restrictions. — These rules compile and centralize existing statutory Case Record access restrictions and confidential- ity protections, without introducing new access limitations. Their aim is to facilitate easy reference to the confidentiality requirements dispersed through- out statute. History: Adopted December 7, 2023, effective Febru- ary 5, 2024.
