These rules are intended to provide for the just determination of every civil traffic violation proceeding and other violations assigned to the court for adjudication pursuant to state law. They shall be construed to secure simplicity in procedure, fairness in administration, and the elimination of unjustifiable expense and delay; they shall also be construed consistent with the fact that they constitute the rules for the adjudication of civil, not criminal, violations of the motor vehicle code and other statutes within the court's jurisdiction, hereinafter referred to as the “law.” II.
