(Amended Sept. 16, 2015, to take effect Jan. 1, 2016.) (a) Within twenty days from the issuance of notice that certification to appeal has been granted, the petitioner, who shall be considered the appellant, shall file the appeal in accordance with the procedure set forth in Section 63-3 and shall pay all required fees in accordance with the provisions of Section 60-7 or 60-8. (b) The issues which the appellant may present are limited to those set forth in the order granting certification or where other issues are presented for review pursuant to Section 84-11.
