Such questions shall be docketed by the Clerk like other cases, and the rules relating to oral arguments, briefs, motions, etc., in direct appeals shall apply. Payment of a filing fee is not required. See Rule 5(2)(b). The written opinion of the Court stating the law governing the question certified shall be sent to the certifying court and to the parties by the Clerk under the seal of the Supreme Court. The decision shall be accorded the same force and effect as any other decision of the Court and shall be published with the opinions of the Court. IX.
