The respondent shall have the right to be represented by counsel and shall be given an opportunity to introduce evidence, to testify and to examine and cross-examine witnesses. The respondent shall also have the right to the issuance of subpoenas by the Commission for the attendance of witnesses to testify or to compel production of papers, books, accounts, documents, records, certificates or other evidentiary matter. A transcript of the testimony or proceedings at a hearing shall be prepared at the expense of the Commission and a copy thereof shall be furnished at no cost to the respondent.
