At the beginning of each session of the court, the judge or magistrate judge must make an introductory statement, approved by the Chief Judge or his or her designee, that describes the procedures and legal framework governing cases. COMMENT TO 2018 AMENDMENTS This rule has been amended to reflect changes to and allow more flexibility in the preliminary procedures. Also, default provisions were moved to Rule 12, which addresses “Proceedings by the Court.”
