Except as otherwise permitted by statute or by these rules, the prosecution shall take place in the county in which the offense is alleged to have been committed, or in the municipality whose ordinance is alleged to have been violated. The court shall fix the place of trial with due regard to the convenience of the defendant and the witnesses and the prompt administra- tion of justice. Pretrial publicity. — Although there was extensive media coverage, change of venue was not warranted for trial of a defendant accused of murdering a victim who intended to testify against the defendant concerning sexual abuse offenses; the pretrial publicity was largely fac- tual in nature rather than inflammatory nor judgmental, and a complex jury selection pro- cess and extensive questioning of potential ju- rors resulted in the seating of an unbiased jury despite the adverse pretrial publicity.
