In the event that any procedural dispute arises which cannot be resolved by ref- erence to these Rules and such dispute disrupts the Panel’s ability to function, such dispute shall be resolved by reference to Robert’s Rules of Order. 9. Immunity. Panel members and their counsel shall be immune from any civil liability for any conduct taken in the course of or arising out of the performance of their official duties.
